The Falkland Islands Government is looking for an experienced Statistics and Performance Officer to join the Policy Department team based in the Falkland Islands. You will provide leadership on social and economic research, including data collection, analysis and interpretation on behalf of senior Government officials and client Departments. You will manage a varied and substantial workload across a diverse range of topic areas including health and social care, education, public safety, emergency services, human resources and culture and recreation. Your work will include responsibility for the design, development, delivery and reporting of the national Census every five years. Your role will involve managing the Government’s Performance Management system and providing expert guidance and support to other government departments to improve selection and monitoring of operational and strategic indicators.

The Person

We are looking for an enthusiastic, self-motivated and proactive individual to be part of our busy team at the centre of Government. Having highly developed analytical skills and experience in designing and delivering qualitative and quantitative research techniques for public consultation is essential. Having experience in the development and reporting of corporate performance management indicators would be an advantage. You will have strong interpersonal skills and the ability to advise and collaborate across all levels of government and with external stakeholders. You will have a key role in shaping the development of public policy and initiatives.

Core Requirements

  • Educated to Degree standard (or equivalent) in a relevant subject such as social or population science, social statistics/science or social/population research methods;
  • Grade D role: proven post qualification broad based experience in a public sector or research organisation with social and/or population research and data analysis responsibility;
  • Grade C role: Post-graduate qualification (or equivalent) in a relevant discipline and significant post qualification broad based experience in a public sector or research organisation with social and/or population research and data analysis responsibility;
  • Experience in qualitative and quantitative research and evidence of highly developed analytical skills including proficiency with analysis software such as SPSS or equivalent;
  • Ability to develop and deliver effective and innovative public consultation tools and techniques;
  • Ability to establish constructive working relationships with elected officials senior civil servants and other key stakeholders;
  • Excellent analytical, reasoning, and decision-making skills, and attention to detail.

The Package

  • Fixed Term Contract, up to 4 years;
  • Salary - This is a dual graded role depending on qualifications and experience, commencing from £35,274 to £40,668 per annum (rising to £46,667) within Grade D, or from £42,141 to £48,590 per annum (rising to £52,055) within Grade C;
  • Eligibility for a 25% Gratuity (taxable);
  • 41 days paid leave, 30 days paid annual leave plus 11 government and public holidays;
  • Relocation Allowance, to help with moving costs;
  • Flights Package for you and any recognised dependents residing with you at post both at the beginning and end of contract, along with additional annual return flights contingent on the duration of the contract;

Policy, Economy & Corporate Services

The Policy Department within FIG’s Directorate of Policy, Economy & Corporate Services has a broad remit to provide economic and policy advice to Elected Members, the Corporate Management Team and FIG Departments.

The Policy Department is responsible for coordinating the Government’s economic policies; improving the Government’s capacity to address strategic, cross-cutting issues; enhancing the evidence base for economic policy making by undertaking economic and policy research; working closely with the FCDO and UK Falkland Islands Government Office to manage relationships with the UK and other external government stakeholders; providing the Government’s Statistical Service; and the monitoring and review of Performance Management across all FIG departments.
