The International Institute for Democracy and Electoral Assistance (International IDEA) is an Inter-Governmental Organisation that was established in 1995 with the sole mandate of supporting sustainable democracy worldwide.

The Institute invites proposals from qualified consultants (firms, organisations, individuals) for Expert Support for the Communication and Outreach of the forthcoming publication of Transitions from Democracy: Learning from Political Leaders in 2014 and 2015.

The purpose of the assignment is to ensure that the publication reaches its intended audiences by developing, planning and implementing integrated outreach strategies, differentiated tactics and products, targeting a mix of different stakeholders.

The Transitions toward Democracy: Learning from Political Leaders project is the outcome of an initiative of International IDEA. The book presents personal reflections, both on ending authoritarian rule and on constructing democracy, by former presidents on five continents who have played key roles in just such transformations over the past thirty years. The comments, offered in individual face-to-face interviews, together comprise the first volume in any language that focuses on learning lessons from political leaders about promoting and managing democratic transitions.

Currently, International IDEA has 29 Member States from different parts of the world. International IDEA’s work focuses on developing and sharing knowledge resources, facilitating dialogue and contributing to policy reforms for more effective democratic institutions and processes. This work takes place in four Key Impact Areas (KIA) of Electoral Processes (EP); Constitution Building Processes (CBP); Political Participation and Representation (PPR) and Democracy and Development (DD), as well as three cross-cutting themes of Gender, Diversity, and Conflict and Security.

The Request for Proposals and Terms of Reference for the assignment are available online.

A consultant will be selected in accordance with the procedures set out in the Request for Proposals.

Proposals must be delivered in hard copy or by electronic mail to the address below no later than 14 September 2014. Late submissions will not be considered.
